Description: The Naval Surface Warfare Center, Panama City (NSWC-PC) intends to issue a sole source purchase order to C4 Group, LLC for the purpose of MAG Cable Repairs. Award will be based on the written request for quotation. Anticipated award date will be on or about 20 NOV 2009. The Navy is installing and repairing coaxial minesweeping cables on MCM Class One ships. The repair requires specialized techniques and procedures including a specialized K4 sleeve. Further, the installation requires specialized knowledge of the coaxial magnetic minesweeping cable. Contractor support is required to accomplish the Cable Repairs. This procurement is sole source for the following reasons: C4 Group's personnel developed the procedures and techniques for repairing the K4-Breakout connection and have accomplished this repair on ten MCM ships. Further, C4 designed and fabricated the K4 sleeve that facilitates repair of the K4 connector. C4 Group understands the intricacies of the repair related to the cable design, materials, and in-service challenges.
